If I was the Commander in Chief of this great pearl, I would make several amendments to the Constitution.

I would bring back term limits to at most two terms in office.
I would increase the term in office from the current five to seven years. I would lift the presidential age limit ban. Minimum 35 years, maximum as long as you're still sane and physically capable to run a state.
I would then amend the local government act, and unify the districts again to the original 56.
I would remove posts like RDC, and CAO. Only Chairman LCV and District Member of parliament should remain, and perhaps clercks and Town Mayors.
I would remove unnecessary ministries like Minister without portfolio, Minister for Kampala, Minister for Karamoja, Minister for the Presidency and all ministers of state.
I would reduce the powers of the president to appointment of Chief Justices and Chairman Electoral Commission. Such organs should be independent and should appoint their leaders.
I would remove useless acts like the Public Order Management Act and the Anti homosexuality Act (Note that I don't support homo sexuality….but that bill was useless).
I would as well remove the useless OTT Tax and the mobile money tax. Honestly mobile money didn't have to be taxed.

The URA act would also be amended, and taxes greatly reduced to stimulate economic growth and development. Any business both formal or informal would be registered and granted a license at a less fee.
I would intoduce minimum wage legislation. A favourable amount of wage to be paid to a formal working Ugandan, regardless of the industry should be 600000 shs. This is about 200 USD.
And then I would suspend all aid to Uganda.
I'll keep on adding whatever disgusts me about the law of our land.
